Having heard learned counsel appearing for the respective parties and having gone through the compilation of the petition, we are of the considered view that this petition can conveniently be disposed of by directing respondent No.3 -Deputy Commissioner/Competent Authority of Mumbai Municipal Corporation to decide the petitioner's representation dated 20th August, 2014, a copy of which is annexed at "Exhibit E", page 27 , as expeditiously as possible and preferably within a period of four weeks from the date of receipt of this order and take appropriate action after granting an opportunity of hearing to respondent Nos. 4 and 5. It is expressly made clear that we have not gone in to the merits of the matter and all rights and contentions of the respective parties are kept open.
