The learned counsel for the petitioner states that at this stage, he is pressing prayer clause (b).

We have perused the representation dated 10th February, 2015. We find that the representation will have to be considered by the third respondent.

Accordingly we dispose of the petition by directing the third respondent to dispose of the representation dated 10th February, 2015 as expeditiously as possible and in any event within a period of two months from today. The decision taken on the representation shall be communicated to the petitioner. 5.
All the contentions on merits are kept open. If the representation is not favourably considered, it will be open for the petitioner to file a fresh petition seeking relief in terms of prayer clause (a).
