P.C. :- Relying upon a policy decision by the State Government to give preference to local people in matter of employment generated in the State defining a local person to mean one who has resided in the State of Maharashtra for a period of 15 years, the grievance in the Petition is that the Tahsildar, Nayab Tahsildar of Mumbai city and Mumbai Suburban area are issuing certificates to applicant certifying that the applicant is residing in the State of Maharashtra for 15 years.

By way of illustration, the Petitioner draws attention to Exhibit E-1. It is a driving license issued in the name of one Avinash More, address is Room No. 19, Vishnu Katkar Chawl, Khar Danda, Khar (West), Mumbai. The argument is that there is a difference between the sub-urban district and the main city of Mumbai. 3.

The argument overlooks the fact that the policy is to grant preferential employment to persons who have resided in Maharashtra State be at the city area, rural area, suburban or nonsuburban area. 4.

We find no merit in the Petition which is dismissed in limine.
