DATED :- MARCH 30, 2016 P.C. :- After having heard Mr. Parekh appearing for the petitioner and perusing, with his assistance, the petition and all annexures thereto so also the reply affidavit of the Collector of Mumbai, we are of the view that no case of civil contempt is made out. The direction of this court has been complied with albeit belatedly. The reasons for the delay have been satisfactorily explained in the affidavit. For all these reasons, we are unable to conclude that the case for civil contempt is made out. The petition is dismissed.
