Having regard to the aforesaid limited prayer, without considering the merits of the matter and the petitioner's entitlement, we dispose of this petition by directing respondent No.2 to take appropriate decision on the petitioner's

The petitioner to submit copy of the said application / representation to respondent No.2 along with a copy of this order. 2.
