This is a Foreign Adoption Petition in regard to a male minor named Arush alias Abraham. He was born on 12th September 2015 and admitted to Asha Sadan on that very day by his birth mother. A few days later she appeared before the Child Welfare Committee, Mumbai. Safe custody was continued till 6th October 2015. Finally, on 30th October 2015, the biological minor's mother surrendered the infant to the Child Welfare Committee. The surrender

document is on record. The case of the infant was held for the statutory period of one year for review. He was then issued a certificate that he was free for adoption. None had come forward to claim the minor and the CWC concluded that the consent was not coerced.

I have before me the necessary documents, undertakings and certificates. The proposed adopters are Indian Nationals who live in Doha, Qatar, UAE. They are 38 and 35 years old respectively. They have been married for 11 years but have no children of their own due to certain medical reasons. Their health reports and financial documents seen to be in order.

The adoptive father works as Assistant Credit Manager in the Finance Department of La Cigal Hotel, Doha, Qatar. The mother also works in the same hotel as telephone supervisor. Their accommodation and transportation are provided by the hotel. As regards the child care arrangement plan the mother has stated that she will take leave for six months from the date the child arrives at home. Thereafter, her parents, presently in Mumbai, will join them in Doha and will look after the child. They will go to Doha on a Visitors' Visa, one that has six-month validity period. The parents have relatives in Mumbai.

There is also a home study report which notes that the parents are committed, straightforward and God fearing and with sound values. There is a positive recommendation to the adoption.

The HIV report for the minor himself is negative. He is said to have a normal development, with all milestones being satisfied. The necessary declaration of willingness and undertaking and the undertakings from the foreign agencies are also on record. 6.

I have before me a Scrutiny Report from Mr. Hareendran, Scrutiny Officer, ICSW. This is taken on record and marked "X1" for identification. In addition, Mr. Raveendran tenders a Power of Attorney from the adoptive parents in favour of Mrs. Farida Patel, Convenor, M.S.
