The learned advocate for the respondents/Union of India raises preliminary objection that the petitioners have remedy before the Central Administrative Tribunal.

In light of that, we are not inclined to consider the writ petition on merits.

The writ petition stands disposed of with liberty to the petitioners to avail the alternate remedy. In that event, all contentions are kept open. No costs.

Considering the fact that the issue involved is pending since long time, the Tribunal may consider the request of the petitioner to decide the proceedings expeditiously.
