There is no averment in the Petition that before seeking a writ of mandamus, the Petitioner had approached the concerned authorities and demanded justice. Hence, we decline to entertain this Petition at this stage. The Petition is, accordingly, disposed of. It will be open for the Petitioner to make a representation to the second Respondent. If
