The learned counsel for the Petitioner, under instructions seeks leave to withdraw the petition with liberty to file fresh application before the Respondent No.3, the License Inspector or any other competent officer for transfer of license No.795329233(old license No.521) of hand cart. Leave with liberty as prayed for is granted.

The petition is dismissed as withdrawn.

In the event, such an application is filed by the Petitioner within a period of one week, the Respondent No.3-License Inspector or Megha 1/2

Needless to mention that we have not gone into the merits of the matter and the Respondent No.3-License Inspector or any other competent officer shall decide the Petitioner's such application for transfer of license, independently and in accordance with law. All points and contentions of the respective parties are expressly kept open.
