The Foreign Adoption Petition proposes the adoption of a male minor, Rohitsingh. He was born on 25th December 2013. Mumbra Police Station took charge of him on 28th October 2016. He was then given in custody to the Petitioner institution. That custody has continued.

The Child Welfare Committee, Thane as, after following necessary procedures, declared the minor legally free for adoption. 3.

The undertaking / Affidavit of the Petitioner, the No Objection Certificate of CARA are on record. The proposed

adoptive parents are from Italy. They are living in Rome. They are aged 51 and 49 years old respectively. They have been married for the last three years. They have no biological children of their own. 4.

The health reports of the parents and the minor show no abnormalities. The HIV reports are negative.

The adoptive father is an Economic Financial Administrator and Property Manager. He is exempted from producing the Income Tax Return declaration. The adoptive mother works in the Treasury and Payments Department of the United Nations in Rome. Her annual income for the year 2017 is over Euro 85,000. The other financial documents are on record.

There is also a satisfactory child care plan. 7.

The home study report dated 12th December 2017 is supportive and recommends the adoption.

There is also a security letter from the adoptive mother's brother and sister-in-law to take care of the child should the need arise.

The other documents are in order. I will therefore allow the Petition.

10. I have seen the scrutiny report presented by Mr O Hareendran, Scrutiny Officer of the Indian Council of Social Welfare who is unable to attend today, which is on record.

11. Having regard to these circumstances, I will allow the Petition. The Judge's Order is separately signed.

12. The Registry will get the Petition with all its annexures and all orders, including the signed Judge's Order, scanned. These digital copies are to be preserved. A soft copy may be given to the Advocate for the Petitioner free of cost on a pen drive provided by the Advocate for the Petitioner for the same. The Registry will ensure that the scan of the Judge's Order is a properly calibrated colour scan.
