The Foreign Adoption is by a single mother of a female minor, Aishwarya, who was born on 30th March 2017 and surrendered to the Child Welfare Committee, Thane, the next day, i.e., on 31st March 2017. Aishwarya was given in custody of the Petitioner institution Janani Ashish Charitable Trust with effect from 31st March 2018 under an order of 7th April 2017. The admission order is on record.

The Child Welfare Committee, Thane has, after following necessary procedures, declared the child legally free for adoption.

The undertaking / Affidavit of the Petitioner and the No Objection Certificate of CARA are on record.

The proposed adoptive mother is from Finland. She is 37 years old. She has no children of her own.

The health report of the minor shows that she has Brachial Palsy. She has been undertaking a physiotherapy and is improving. The adoptive mother has countersigned the report (pages 87-95). 6.
The adoptive mother herself is a doctor and psychotherapist, specializing in adolescent Psychiatry. She is attached with Turku University Hospital.

Her own health report does not show any abnormality. 8.
The adoptive mother has income of approximately Euro 53,000. Her financial documents are on file.

The Petition has annexed to it a child care arrangement plan and the home study report. This report is positive and recommends the adoption. The child security and guardianship letter from the proposed adoptive mother's own mother contains an undertaking to look after the minor should the need arise.
10. I have seen the scrutiny report presented by Mr O Hareendran, Scrutiny Officer of the Indian Council of Social Welfare, which is on record.
11. The documents being in order, I will allow the Petition. The Judge's Order is separately signed.
12. The Registry will get the Petition with all its annexures and all orders, including the signed Judge's Order, scanned. These digital copies are to be preserved. A soft copy may be given to the Advocate for the Petitioner free of cost on a pen drive provided by the Advocate for the Petitioner for the same. The Registry will ensure that the scan of the Judge's Order is a properly calibrated colour scan.
