Heard the learned counsel for the applicant (writ petitioner). We have also heard the learned counsel for the respondent Nos.3 and 4. The learned AGP represents the respondent No.2 and the learned counsel for the respondent No.1 is also heard. Proposed amendment is based on subsequent events. The petition is at pre-admission stage. Hence, without prejudice to the rights and contentions of the parties, amendment is permitted. Accordingly, the Chamber Summons is allowed in terms of prayer clause (a). Amendment shall be carried out within a period of three weeks from today.
Place the writ petition on 20th April 2016 in
