The Learned counsel appearing on behalf of the Respondents, after taking instructions from his officers, who are present in the Court, submits that the respondents are willing to withdraw the contract in which the Petitioners are the lowest bidder at Serial Nos. 7 and 13. It is submitted that the Scrutiny Committee has considered the Clause 5 of the tender bid and has come to a conclusion that the Petitioners have not been blacklisted.
