We find that the Petition can be disposed of with the alternate prayer made by the Petitioner.

The Petition is disposed of with a direction to Respondent No.1 to consider the representation of the Petitioner dated 7th February, 2012 after giving an opportunity of being heard to the Petitioner and Respondent Nos.3 and 4. The same shall be done as expeditiously as possible and in any case, within a period of two months from today. We make it clear that we have not adverted to the merits of the matter and any of the parties that would be aggrieved by the order of the Deputy Director, shall take such steps as are permissible in law.
