Learned counsel for respondent no. 2 has no objection. Nobody appears for respondent no. 3 and it appears that the notice could not be served upon respondent no. 3 till date. APP appears for respondent no.1. In this situation, considering the difficulties pointed out by the petitioner, we grant leave as prayed for and dispose of the matter as withdrawn with liberty.
