The Foreign Adoption Petition proposes the adoption of a female minor, Arpita. She was born on 29th December 2017. She was relinquished by her biological unmarried minor mother to the Child Welfare Committee, Thane a few days later on 2nd January 2018. She was placed in safe custody of the Petitioner institution Children of the World India Trust, Nerul, Navi Mumbai on that date.

The Child Welfare Committee, Thane has, after following necessary procedures, declared the child legally free for adoption.

The undertaking / Affidavit of the Petitioner and the No Objection Certificate of CARA are on record.

The proposed adoptive parents are from Sweden. They live in Stenungsund. They are both about 40 years old. They have been married for the last six years. They have no biological children of their own.

The medical reports of the child are on record. She had undergone Pyoperitoneum surgery at LTMGN Sion Hospital. Her mental development is normal for her age. The adoptive parents have countersigned this report. The medical reports of the parents do not show any abnormalities or any adverse condition. The HIV reports are negative.

The adoptive father is a Supervisor in a private company Hunter Douglas, Stenungund and his pensionable income for the assessment year 2017 is SEK 432,700. The adoptive mother is a registered nurse with the Department of Intensive Care at the King's River Hospital. Her pensionable income is SEK 323,300. The other financial documents are on record. There is also a child care plan, that is satisfactory.

The home study report says that the adoptive parents are capable of providing the child with a safe, stable and nurturing environment. It recommends the adoption. The other documents are in order.

I have seen the scrutiny report presented by Mr O Hareendran, Scrutiny Officer of the Indian Council of Social Welfare, which is on record.

Having regard to these circumstances, I will allow the Petition. The Judge's Order is separately signed.
10. The Registry will get the Petition with all its annexures and all orders, including the signed Judge's Order, scanned. These digital copies are to be preserved. A soft copy may be given to the Advocate for the Petitioner free of cost on a pen drive provided by the Advocate for the Petitioner for the same. The Registry will ensure that the scan of the Judge's Order is a properly calibrated colour scan.
