The Foreign Adoption Petition proposes the adoption of a male minor, Pushpak. He was born on 8th January 2017. He was relinquished by his biological Mother to the Child Welfare Committee, Amravati a few days later on 11th January 2017. He was placed in safe custody of Ish Daya Shishu Bhavan, Missionaries of Charity, Amravati. He was transferred to the Petitioner institution, Holy Cross Homes For Babies, Amravati on 29th March 2017. 2.
The Child Welfare Committee, Amravati has, after following necessary procedures, declared the child legally free for adoption.

The undertaking / Affidavit of the Petitioner and the No Objection Certificate of CARA are on record.

The proposed adoptive parents are from U.S.A. They live in Indiana. They are 36 and 34 years old. They have been married for the last eleven years. They have three biological daughters of their own.

The medical reports of the child are on record. The Medical Examination Report of the proposed minor shows that his mental development is normal of his age. The adoptive parents have countersigned this report. The medical reports of the parents do not show any abnormalities or any adverse condition. The HIV reports are negative.

The adoptive father is an AV Technician with a company Presidio, U.S.A with annual base salary of USD 67,100. The adoptive mother working as an instructional assistant with Zionsville Community School, Indiana, U.S.A. The other financial documents are on record. There is also a child care plan, that is satisfactory.

The home study report says that the adoptive parents are capable of providing the child with a safe, stable and nurturing environment. It recommends the adoption. The other documents are in order.

I have seen the scrutiny report presented by Mr O Hareendran, Scrutiny Officer of the Indian Council of Social Welfare, which is on record.

Having regard to these circumstances, I will allow the Petition. The Judge's Order is separately signed.
10. The Registry will get the Petition with all its annexures and all orders, including the signed Judge's Order, scanned. These digital copies are to be preserved. A soft copy may be given to the Advocate for the Petitioner free of cost on a pen drive provided by the Advocate for the Petitioner for the same. The Registry will ensure that the scan of the Judge's Order is a properly calibrated colour scan.
