By these petitions, the Petitioners are challenging the Government Resolution dated 11th July 2001 and especially sub-clause

(5) of Clause 4 which stipulates that no photopass be issued to the slum-dwellers who are residing in or occupying the mezzanine floor or the first floor of the hut are not entitled to separate photopass. patilsr 1 / 2

For the reasons to be separately recorded, in our considered view the Clause 4 of the above GR is not arbitrary, discriminatory or violative of constitutional or statutory rights. We are, therefore, not inclined to entertain these writ petitions. Hence, writ petitions are dismissed.
