The only grievance of the Petitioner is that his application dated 17th October, 2017 is pending before Respondent No. 2 which may be directed to be decided as expeditiously as possible.

Having regard to the aforesaid, we dispose of this Petition by directing Respondent No. 2 to consider and take appropriate decision on the said application after giving the Petitioner as also to the private Respondents opportunity of hearing, as expeditiously as possible preferably within three months from the date of receipt of copy of this order. Needless to say that, we have not examined the merits of the matter.
