After having heard the matter for sometime and expressing our disinclination to entertain this petition in writ jurisdiction, the learned counsel appearing for the petitioner seeks leave to withdraw this petition with liberty to approach the competent authority for appropriate relief including issuance of licence. The writ petition is allowed to be withdrawn with liberty as prayed for.
