We have heard Mr. Damle, learned Senior Counsel appearing for the petitioner.

The only contention raised before us is that the communication, copy of which is on page 52 of the paper-book, dated 23-8-2019, from the 2nd respondent to his counterpart in the Water Resources Department of the Government of Andhra Pradesh, says that the petitioner is black-listed. Because of this communication from none other than the 2nd respondent, it would be very difficult, if not impossible, for the petitioner to bid for the contract to be awarded by the Government of Andhra Pradesh.

On a reading of the entire communication and not just the penultimate paragraph, it is evident that the petitioner is not black-listed but allegedly liable for black-listing. There is no order of black-listing and this communication cannot be read as an order of black-listing of the petitioner. Once we so clarify, the basis for the apprehension of the petitioner does not exist. The writ petition is disposed of.
