Heard learned counsel for the petitioner.

The petitioner had earlier filed writ petition, being Writ Petition No.2606 of 2016, which was allowed to be withdrawn with liberty to file a fresh petition. The liberty granted was indeed exercised by the petitioner by filing the present petition in the last phase of the year 2017. Although this petition has been numbered in the year 2018, the petitioner did not seek its circulation for more than three years and today this petition is coming up for the first time. information obtained by him before 2016. Much time has elapsed since obtaining information by the petitioner, which may give rise to a possibility of change in circumstances.
