At this stage, we do not wish to entertain this petition as, in our view, the petitioner can approach the National Green Tribunal. That is the Tribunal set up to consider and redress the grievances relating to the implementation and nonimplementation of the measures to protect environment and ecology. In the first instance, let that Tribunal be approached and naturally when it refuses to interfere or does not accept the application, can the petitioner approach a higher Court. The writ
