First prayer is for issuing a writ of mandamus against the Respondent No.1, who is an individual. Second prayer is for challenging the notice dated 17th November, 2016 issued by the Respondent No.1. No relief can be granted in writ jurisdiction under Article 226 or 227 of the Constitution of India against the Respondent No.1.

The learned counsel appearing for the Petitioners prays that a direction may be issued for expediting the hearing of Change Reports 1/2

A judicial notice will have to be taken of the fact that in the offices of the Charity Commissioner and Deputy Charity Commissioners, in Mumbai, there is a huge pendency of Change Reports. Therefore, if the Petitioners want out of turn hearing of their Change Report, it is for them to apply before the concerned Authority. Subject to what is observed above, the petition is rejected.
