The Petition proposes the adoption of a female minor Akshara. The adoptive parents are of Indian origin but are settled in the USA. Akshara was born to an unwed minor mother on 12th January 2016. Her grandfather relinquished the child before the Child Welfare Committee on 26th February 2016. She was then referred to the petitioner institution by an order dated 26th February 2016 and was admitted there on 7th March 2016. She has 20th December 2016
903-fap-77-2016.doc now been declared legally free for adoption. CARA has issued no objection certificate which is on record.

The parents are aged about 42 and 38 years respectively. They have been married for the last 14 years. They have a biological son named Darsh, about 9 years old.

The health and financial reports of the adoptive parents are in order. The father has an annual salary of US$ 162,340/-. The mother also works. Her annual salary is over US$ 76,000/-. The tax documents are on record. The child care arrangement plan is on record. It says that both parents will take time off to look after the child. The mother has three months of family leave. The father is entitled to four months of paternity leave. The home study reports are positive. The medical reports of parents and the minor are also positive. The other documents are in order.

What is pending is the HIV report of the minor and the Article 5 letter from the United States Embassy. These are submitted in a separate compilation placed by Mr. Kapoor which is taken on record and marked "X" for identification. The HIV report of the minor is non-reactive. Mr. Hareendran's scrutiny report is taken on record and marked for identification as "X1".

In view of this the adoption Petition is allowed and the Judge's Order is separately signed.
