Smt Lalita Jaya Rao, the learned Advocate for the applicant tenders a compilation containing a letter from Bal Vikas, the petitioner dated 4th January 2018 stating that Bal Vikas has informed the DCPO of an Adoption Committee Meeting. A meeting was ultimately held without the DCPO since the DCPO communicated that it was not possible for her to attend on the day previously fixed, 1st December 2017 as that was a bank holiday. A copy of the email communication to the DCPO is also annexed. The 17th January 2018

I have considered the Petition with its annexures and also the scrutiny report presented by Mr O Hareendran, Scrutiny Officer of the Indian Council of Social Welfare. I am satisfied that the Petition deserves to be allowed. The Petition is made absolute. 4.
