The petition can be disposed of by directing respondent no.1 to decide the proposal of the petitioner for shifting of school within a distance of less than 3 kms., within a period of four weeks from today.

With these directions, the petition stands disposed of.

We find that though applications are filed seeking approval, which are of formal nature, no decision is being taken on the applications for years together and the applications remain pending.

We would like to know the mechanism evolved by the Secretary for putting up the matters for his signature. In appropriate cases, the respondents should explain to this Court why delay is caused in disposing of a formal application.

We hope and trust that in future, all the applications that are filed, would be expeditiously disposed of and preferably, within a period of four weeks.
