On consideration of the petitions on merits, they are dismissed under the Judgment dated 18/07/2016. The learned

The judgment delivered in the group of petitions viz. Writ Petition No. 4325/1995 along with the accompanying matters, is taken on record and marked 'X' for identification. In the wake of the statement of the learned Counsel for the respondent, issue in the present writ petition is also governed by the said judgment. Hence, the present writ petition is also dismissed.
