The learned advocate for the petitioner assails the notice issued to the petitioner. According to the learned counsel, the proceedings before the S.L.R. are without jurisdiction. 2.

The petitioner has got every opportunity to raise all the grounds.

The petitioner may file reply and may raise all the grounds including maintainability. The S.L.R. certainly will have to consider all the grounds and objections raised by the parties and take decision thereafter.
