The petitioner at the relevant time did not possess the certificate issued by the I.T.I. The reliance placed by the learned counsel appearing for the petitioner on the certificate dated 16th February, 2007 at page 45 cannot be said to be compliance. 3.

In that view of the matter, we do not see any reason to interfere in the impugned order/communication. In that view of the matter, the Petition is rejected.
