The Petitioner's grievance is that the Resolution No.176 (Subject No.3) of the meeting of the Panchayat Samiti, Selu dated 12.05.2016 has not been implemented. The resolution is that the work of providing and erecting energy saving 40 to 48 Watts LED streetlights has not been carried out though the fund under the head "Panchayat Samit Upkar 2016-2017" and estimated cost is Rs.1,99,000/-. An affidavit in reply has been filed by the Block Development Officer and in paragraphs 3 and 4, he has stated that the work will be done and completed through the Government approved registered electrical contractor. The Village Panchayat is not technically sound or

*2* 926wp3447o17 capable of doing this work. In these circumstances, the work could not be performed and completed as per this resolution. Now, the Panchayat Samiti, Selu will appoint the Government approved registered electrical contractor by making a budgetary provision in 2017-2018 and the work would be completed. The Authorities and officials have specifically denied any allegation of political intervention or political pressure.
