Heard the learned counsel for the parties.

The learned counsel for the petitioner submits that the applicant/petitioner wanted to challenge the Government Circular. Hence, respondents No. 1 and 2 are contesting parties. The amendment is in consonance with the writ petition filed by the petitioner. Hence, there would be no harm to the other side, if the amendment as proposed by the applicant is allowed. 3.

The civil application is allowed.

The amendment be carried out within two weeks from today. 5.

Fresh copies be supplied to the ofÏce as well as to the respondents within further two weeks. There shall be no extension of time in any event.
