The petitioner had applied for the post of Technician (Grade IV) pursuant to the advertisement issued by the respondents in the year 2016. The petitioner is not considered for the said post on the ground that the petitioner does not possess the qualification of Electrician as was notified in the advertisement. The petitioner claims to possess the certificate that is Center of Excellence (COE) with National Trade Certificate in Electrician Trade awarded by NCTVT, New Delhi.

We have under our order dated 05.10.2017 in Writ Petition No.4561 of 2016 held that the
(2) 38-wp-564-2018 circular dated 01.03.2017 would not apply, as the same was not in existence when the advertisement was issued on 01.03.2016. On the said date Government Resolution dated 09.07.2015 was not adopted and accepted. The qualification prescribed for the post of Technician (Grade IV) was Electrician Trade. The petitioner does not possess the said qualification.

In light of the above, no case is made out. Writ Petition is dismissed. No costs.
