Mr.Nagarkar, learned counsel submits that the validation proceedings in respect of caste claim of the petitioner is pending. The petitioner is admitted to the polytechnic course in Respondent No.4 College. The petitioner appeared for the Second year Engineering (Second Semester). However, the result is not declared on the ground that the validity certificate is not submitted. The learned counsel for the Respondent No.4 submits that as the petitioner has not submitted the validity certificate, the result is rightly withheld. The learned Asstt. Govt. Pleader for the Committee submits that it would take some time to decide the validation proceedings.

The validation proceedings are pending since July 2013. To get the validation proceedings decided within the stipulated period is not in the hands of the litigant.

Considering the above, we pass the following order : a) The Respondent No.2 Committee shall decide the validation proceedings in respect of the caste claim of the petitioner expeditiously, preferably within nine (9) months. The petitioner shall cooperate in expeditious disposal of the said proceedings. b) The Respondent Nos.3 and 4 shall not withhold the result of the petitioner's examination and shall not refrain the petitioner from prosecuting further studies only on the ground that validation proceedings in respect of the caste claim of the petitioner is pending. Of-course, the Respondent Nos.3 and 4 can take further steps in tune with the judgment of the Scrutiny Committee in validation proceedings.
