For the reasons set out, the Civil Application is partly allowed, to the extent of prayer clause ' C ', which reads as under:- "(C) Grant this Civil Application by permitting the applicant to amend the Writ Petition No.13112 of 2023 by inserting paragraph No.11 a and ground No.xi to xiii with amended prayer clause E 1 as per the mentioned in Para No.19 of said Civil Application and for that purpose issue necessary orders."
