There is an innocuous prayer in the petition in as much as direction is sought to respondent No.2 to decide the application filed by the petitioner on 14.11.2017, 15.11.2017 and 06.12.2017 on its own merits. In the circumstances, respondent No.2 is directed to decide the said application on its own merits, in accordance with law, as expeditiously, as possible, however, within 10 weeks from today. Needless to observe that, if it is necessary, respondent No.2 will adhere to the principle of natural justice and can issue notices to the concerned/affected parties for hearing.

We have not expressed any opinion on the merits of the contentions raised in the petition.
