This matter was heard for some time.

There is no dispute that the Petitioner was expected to acquire Hindi subject certification within three years from the date of her joining. She joined in 2007. She has appeared for her examination in December, 2023, after 16 years. The Departmental Promotion Committee (D.P.C.) has met and has scrutinized the cases of all the eligible candidates. Considering the Government Resolution dated 10/06/1976, as well as the provisions set out under the Government Resolution dated 01/08/2019, at this stage, the Petitioner may not be eligible.

Since the Petitioner has appeared for her Hindi language certification examination, and as we are informed by the learned Advocate representing the Respondent/ University that, the D.P.C. would be meeting next in September 2024 for considering eligible candidates for promotion, depending upon available vacancy, the Petitioner would be considered if she acquires the Hindi language certification examination, prior thereto.

In view of the said statement, by consent, this Writ Petition is disposed off.
