In view of the above, this Writ Petition is disposed off. Let the Competent Authority deal with the representation of the Petitioner, dated 14/08/2023, strictly in accordance with the provisions of law and by taking into account the judgment dated 04/09/2012 (supra). Needless to state, we have not expressed any opinion on the representation of the Petitioner and the same may be considered on it's own merits within a period of 90 days.
