===== CORAM : R.M. BORDE & A.I.S. CHEEMA, JJ.

DATE : 21st JANUARY, 2016.

PER COURT :

1.

The proposal tendered by petitioner for validation of caste certificate has been returned back by the Scrutiny Committee for the reason that petitioner has not annexed bonafide certificate issued by the College in accordance with Government police prescribed on 31.07.2008. 2.

It is well established that a person may require validation certificate for various purposes such as pursuing studies, securing employment or for claiming benefits under Government policy and, the Committee cannot refuse to verify the caste claim on such irrelevant ground. Petitioner needs validation certificate for pursuing higher studies. In this view of the matter, the Scrutiny Committee is directed to accept the proposal that would be tendered by petitioner for verification of caste certificate. If petitioner tenders the proposal to the Committee within a period of four weeks from today, the Committee shall verify the same and take decision in the matter
