Learned counsel for petitioner purports to submit that

2 Writ Petition No. 1358/2019 reasons for non-submission of caste/tribe validity certificate cannot be attributed to petitioner and the situation had been out of her control.

Indisputed factual position is that petitioner had been declared as elected member of Gram Panchayat, Sonpeth, in 2015, and yet, petitioner has not been able to submit her caste/tribe validity certificate.

Having regard to the Full Bench decision in the case of Anant H. Ulahalkar Vs. Chief Election Commissioner and others, reported in 2017

(1) Mh.L.J. 431, endorsed by the Apex court in the case of Shankar s/o Raghunath Devre (Patil) vs. State of Maharashtra and others in petitions for Special Leave to Appeals bearing no. 29874-29875/2016, it does not appear that the petition would carry any substance.
