By the leave of the Court granted on 16/02/2018, the applicant has served respondent No. 6, through Speed Post A.D. An affidavit of service is filed on record. The print out of the tracking report of the Website of the Department of Posts, Ministry of Communications, Government of India, is placed on record. The affidavit and the accompanying document is marked as 'X-1' and the tracking report produced today on record is marked as 'X-2' for identification. Considering these documents, respondent No. 6 has been served.

Learned AGP, submits on written instructions

from the Deputy Secretary, Revenue and Forest Department that the hearing in the matter of the applicants under the changed Rules, has commenced before the Hon'ble Minister for State of the concerned department. After granting reasonable opportunity of hearing to all the litigating sides including respondent No. 6 herein, the said proceedings can be concluded within three weeks from today. The communication produced by the learned AGP is taken on record and marked as 'X-3' for identification.

Considering the above, this Civil Application is partly allowed. The Hon'ble Minister would decide the pending proceedings as expeditiously as possible and preferably on/or before 31/05/2018. The protection granted by this Court by order dated 03/08/2016, in Writ Petition No. 7934/2016, shall continue till the said proceedings are decided or till 31/03/2018, whichever is earlier.
