During the pendency of these writ petitions, there are certain changes in the circumstances having relevancy in the petition. Thus,

For the reasons mentioned in the civil applications, both Civil applications are allowed. Proposed respondents be added within two(02) weeks and an amendment be carried out within two (02) weeks.
