The learned Counsel for the petitioner submits that validation proceeding is pending since 2016. The learned counsel submits that the vigilance is not yet conducted. The petitioner has appeared for final year of B.E. The result of the petitioner is withheld 2.

The petitioner shall appear before the committee on 04.03.2021. The committee shall endeavour to decide the validation proceeding of the petitioner expeditiously and preferably within a period of three (03) months from the date of appearance of the petitioner.

The respondents shall not withhold the result of the petitioner' s examination only on the ground that the validation proceeding is pending. The respondents may issue the mark sheets of his examinations to the petitioner. However, degree certificate and other documents shall not be issued to the petitioner till the petitioner produces validity certificate.

The respondents may take further course of action depending upon the judgment of the scrutiny committee in the validation proceeding.

The writ petition is disposed of. No costs.
