In case, the proposal seeking approval to the appointment of petitioner as a 'Shikshan Sevak' (Page No. 17) is pending with Respondent No. 3, then the Respondent No. 3 shall decide the same on its own merits, in accordance with law and policy, expeditiously and preferably within
