The petitioners claimed to have belonged to 'Mannervarlu' (Scheduled Tribe). Their Tribe Certificates were subjected to scrutiny. The respondent No.2 - Scrutiny Committee declined to validate the certificates. The petitioners are, therefore, before us. 2.

The petitioners rely upon the validity certificate granted by this Court to petitioner No. 1's real brother. The learned AGP does not dispute the relationship. This Court has, therefore, no other option but to grant the petitioners validity certificates on the terms and conditions on which petitioner No. 1's real brother has been granted

In the result, the petition succeeds in terms of the following order :

ORDER

(A) The order impugned herein is hereby set aside. (B) The respondent No.2 - Scrutiny Committee is directed to issue the petitioners validity certificates of 'Mannervarlu' (Scheduled Tribe).

(C) The petitioners shall have no claim to equity in the event that the validity certificate granted to petitioner No. 1's real brother is cancelled, withdrawn or set aside, for any reason. (D) The respondents shall comply with this direction and issue the validity certificates within four weeks from the date of this order.
