Considering the fact namely pendency of change report before the competent authority for a considerably period, we deem it appropriate to dispose of the petition with directions to respondent no. 5 to decide the change report as expeditiously as possible.

Since the direction is not causing any prejudice to respondents no. 1 to 4, it may not be necessary for us to issue notice to these respondents while disposing of the petition. Learned AGP appears for respondents no. 5 and 6.
