In case the proposal seeking approval to the appointment of the petitioner (page 22) is pending with the Education Ofcer (Secondary), then the Education Ofcer (Secondary) shall decide the same on its own merits in accordance with law, preferably within a period of six months. 3.

The writ petition is disposed of. No costs.
