The grievance of the petitioners is that, respondent No. 2 is not forwarding the proposal of the petitioners for the benefit of Time Bound Promotion Scheme.

If the petitioners are eligible for the second time bound promotional pay scale, then respondent No. 3 shall forward the proposal of the petitioners for grant of time bound promotional pay scale within a period of six weeks from today. In case such proposal is received by respondent No. 2 / Education Officer, then Education Officer shall consider whether the petitioners are entitled for grant of Second Time Bound Promotional Pay Scale as per the relevant rules, policy and the Government Resolution and arrive at a conclusion as to the entitlement of the petitioners for Second Time Bound Promotional Pay Scale. The said decision shall be taken within a period of three months from the date of receipt of the proposal. 3.
