In view of the limited relief claimed in the petition seeking direction to respondent nos. 1 to 4 to decide the proposal of the petitioner for grant-in-aid to library, we are inclined to allow the petition in terms of prayer clause 'B' with a further direction to the Government to decide the

2 WP 1996/2015 proposal as expeditiously as possible within a period of 12 months of this order. It is clarified that we have not examined the merits of the matter and entitlement of petitioner to receive grant-in-aid.
