Mr.Shinde, the counsel for the petitioner submits that the respondent had made illegal construction. The Municipal Council had issued notice to the respondent no.4 and even directed to register criminal case, however, the Chief Executive Officer has subsequently regularised the construction.

2] The learned AGP accepts notice for respondents 1 and 2. 3] The petitioner is a stranger. The Municipal Council has got powers of regularisation. No rights of the petitioner are infringed and or transgressed. The petitioner does not have any locus standi. 4] Considering the above, we are not inclined to entertain the Writ Petition.
